MESSAGE FROM THE COMMISSIONER 

Round 2 was all about upsets as all three #1 seeds are downed with the Islanders knocking off the top seeded Rangers, Montreal taking down Toronto and Florida falling to Pittsburgh as the #2 seeds all rise up to move on.  Philadelphia holds on this time to take down the Sabres and they are the final team in the conference finals as we get ready to move closer to the RHL Cup!

In the Prince of Wales Conference we have the runner up in the Horton, Philadelphia, facing off with the runner up in the Howe, NY Islanders, both of which had really nice seasons and have earned a shot to play in the RHL Cup Finals.

In the Campbell Conference we saw exactly the same thing as Montreal knocks off the Leafs and Pittsburgh shocks Florida to set up their own matchup of #2 seeds and a chance to move on to the final round.

Here is a quick updated on playoff usage rules for those who may need them:

       PLAYOFF USAGE LIMITS FOR SKATERS:

        1) 60 or more NHL games can play all playoff games (per series)
        2) 55-59 NHL games      6 playoff games
        3) 50-54 NHL games      5 playoff games
        4) 40-49 NHL games      4 playoff games
        5) 30-39 NHL games      3 playoff games
        6) 20-29 NHL games      2 playoff games
        7) 10-19 NHL games      1 playoff game

      PLAYOFF USAGE LIMITS FOR GOALTENDERS
      Goalies with 1-14 games may only dress as backups
      Goalies with 15-19 games may only start 1 game per series (but may dress as backups in all other games)
      Goalies with 20-24 games may only start 2 games per series (but may dress as backups in all other games)
      Goalies with 25-29 games may only start 3 games per series (but may dress as backups in all other games)
      Goalies with 30+ games may start all playoff games in a series (or may be dressed as a backup)

Injury backups may only play if the computer pulls the starter due to an injury OR the team is down by 4 or more goals at any time in the game (a mercy rule basically). The second part may be accomplished by a computer setting for road games that is defined as a team being down by 4 or more goals OR by a home coach making this decision when his team is down by 4 or more goals.

Once a goalie has made his maximum allowable starts he must follow all rules for Injury backups as stated above.

Round 3 is ready to go and the files are on the main page of the website.  If you are sending the same lineup for all 7 games then just a regular coach should work. If you want to set specific lineups for each game, then you need to use the Daily Lineups as it gives you a lot more flexibility. As soon as you have your coach set for your road games, please send that out to the league and your opponent.

**** IMPORTANT  - Action PC Game File Update dated 11/19/2020. 

You need to send out game exports as well as boxscores for all playoff games
by the due date on the website by 9 pm. This is MANDATORY, both the exports
AND boxscores please.
   Game summaries are nice, even if it’s just one quick
comment for all games, just adds to the league and makes it easier for
everyone to see what is going on.
  If I do not receive game exports after
sending updates on Saturday and Sunday, I will send one more request directly
about an hour before the deadline on Sunday.
  Unless I get a request for an
extension of time, I will wait til the deadline and about 30 minutes later I
will sim games so I can get new files out before I go to bed Sunday night.
 

OK guys, with the playoffs moving along pretty well now and the summer coming up
quickly, many of you probably want to get moving on to other stuff, so let's finish
up the final two things for the season, ballot props and awards voting.  I will send
a separate email with the link for the awards ballot shortly.

For ballot props, looking for any ideas that will help to improve the league as a
whole.  I am not looking for guys to throw vague ideas at the wall to see what sticks,
that only creates arguments and then we usually don't end up voting on it or it
becomes something totally different.  What I am looking for is well thought out
proposals that would benefit the league. Again, any changes we make will have to get
a 2/3 vote (so 16 teams saying yes), so it needs to be something that will benefit
the entire league or fix a perceived problem that everyone might agree on. Certain
things I may shoot down if they are staples of the league (ie the salary system,
contracts, free agency) but even those if you see something we can be doing better,
by all means let's discuss it.

I would like any ideas submitted by Sunday, May 9th, so two weeks to hash them out
and get them exactly as you want them to be.  You do NOT have to send them to the
list, they can go straight to me, but I find that usually ideas that get discussed
and tweaked have a better chance of passing than those that aren't.  You can also
send them directly to me to get my opinion and I will be honest with you whether I
would back it or not, but in most cases if I don't, I will still put it on the ballot
if there appears to be support from the league at large.

If you have any questions, please let me know, I will put out the preliminary ballot
on the 9th and then we will vote on it shortly after that. Keep in mind, that if you
do NOT plan to return next year I would appreciate you not joining in any discussions
as you will not get to vote and I would hate to see you affect others opinions if
you will be leaving the league (hopefully no one and you all return :O)
