MESSAGE FROM THE COMMISSIONER 

Thanks as always guys for a great final block, all games in with plenty of time to spare and the playoff races are complete!  Thank you also for doing a great job on usage this year, by far the best ever we have had with very minimal penalties needed.

Files are up for the end of the season, please get them to use for awards voting and nominations.  Playoff files will hopefully be out tonight and  strats are due out by Wednesday night and if possible don’t make me chase you for them!  Two more players overused in the final block, definitely the best overall we have ever had, so I can’t complain too much.  See the overuse, playoff penalties and other penalties below.  Please be aware of the playoff usage rules which I will post below and in a separate email tonight so that we use the proper players.   

The playoff races are over and the Prince of Wales conference goes to NY Islanders in the final game as they beat Chicago to move into the #1 overall slot and face NY Rangers, the #2 wild card team in round 1.  Also in the Howe Detroit and New Jersey end up tied, but the Red Wings have a better ROW and they will have home ice in their round 1 matchup.  Buffalo misses the top slot by a single point and their prize is a 102 point Carolina club who was the better wild card finisher.  St. Louis outlasts Anaheim to earn home ice in their round 1 series.

The Campbell Conference top spot goes to Toronto who pulls away in the final block to 11 points clear of Dallas in the division and 13 points ahead of Vancouver for the top spot overall.  The Leafs will get Florida in round 1 as they end up tied with San Jose but the Sharks have a better ROW to take the #1 wild card spot.  Dallas hosts Boston in the Orr division series.  Vancouver gets San Jose in round 1 as they won the Lemieux by 2 points over Calgary who will host Edmonton in round 1 with the Oilers finishing 3 points back of the Flames. 

Philadelphia clinches the #1 lottery slot with just 43 points on the season and Chicago finishes a close second with 46 points.  Montreal is #3 in the lottery with Colorado and Phoenix rounding out the top 5.  Los Angeles, Washington and Pittsburgh are the other 3 lottery teams in that order.

PLAYOFF USAGE LIMITS FOR SKATERS:

        1) 60 or more NHL games can play all playoff games (per series)
        2) 55-59 NHL games      6 playoff games
        3) 50-54 NHL games      5 playoff games
        4) 40-49 NHL games      4 playoff games
        5) 30-39 NHL games      3 playoff games
        6) 20-29 NHL games      2 playoff games
        7) 10-19 NHL games      1 playoff game

PLAYOFF USAGE LIMITS FOR GOALTENDERS
      Goalies with 1-14 games may only dress as backups
      Goalies with 15-19 games may only start 1 game per series (but may dress as backups in all other games)
      Goalies with 20-24 games may only start 2 games per series (but may dress as backups in all other games)
      Goalies with 25-29 games may only start 3 games per series (but may dress as backups in all other games)
      Goalies with 30+ games may start all playoff games in a series (or may be dressed as a backup)

Injury backups may only play if the computer pulls the starter due to an injury OR the team is down by 4 or more goals at any time in the game (a mercy rule basically). The second part may be accomplished by a computer setting for road games that is defined as a team being down by 4 or more goals OR by a home coach making this decision when his team is down by 4 or more goals.

Once a goalie has made his maximum allowable starts he must follow all rules for Injury backups as stated above.

Thomas Hertl - NYR - 2 games over, must miss games 1 and 2 in each series and can only play in 1 game per series
Zbynek Michalek - NYR - 1 game over, must miss game 1 in each series and can only play in 5 games per series
Pierre-Marc Bouchard - DET - 4 games over, must miss games 1 thru 4 in each series and is ineligible for the playoffs.

Draft Pick Penalties
Teams with only 1 player overused receive warnings only
NY Rangers - 2 players overused for 3 games, 5th round pick
Washington - 2 players overused for 5 games, 5th round pick
